Pakistan Block II Excavation and Overburden Removal Project
Project Overview: Setting Sail for Overseas Missions
The Block II project of the Thar Coalfield in Pakistan is located in the Thar Coalfield region of the Thar Desert in southeastern Sindh Province. The Thar Coalfield is Pakistan’s largest coal basin to date and ranks as the world’s seventh-largest and Asia’s largest lignite deposit, with estimated reserves of approximately 175 billion tonnes. The Block II project is a flagship initiative under the Belt and Road Initiative and a benchmark project within the China-Pakistan Economic Corridor. It is invested in and developed by Sindh Engro Coal Mining Company (SECMC), with China Machinery Engineering Corporation (CMEC) serving as the EPC general contractor. Since the project’s launch in 2016, Hongda Blasting has acted as the construction contractor, undertaking Phase I mine development and stripping works, Phase I operation and maintenance, Phase II capacity expansion stripping and coal extraction, and, in January 2024, securing the contract for Phase III operation and maintenance stripping works.
During the project’s operation, we not only overcame challenging early-stage construction conditions and adverse weather such as high temperatures and sandstorms, but also addressed significant difficulties including the recruitment and training of local drivers, as well as the aging of equipment and shortages of spare parts. Despite these challenges, we safely and efficiently completed all production tasks, earning high recognition and commendation from both the owner and the general contractor. Since 2016, we have received more than ten group awards from the general contractor CMEC, including “Advanced Collective for Work Safety,” “Advanced Unit for Work Safety,” “Outstanding Construction Contractor,” “Advanced Collective for Work Safety Month Activities,” “Unit with Outstanding HSE Performance for the Year,” “Unit with Outstanding Pandemic Prevention Performance for the Year,” and the “Award for Outstanding Contribution to the Smooth Handover of Phase I of the EPC Project,” along with numerous individual awards.
Currently in Phase III of the project, the designed annual production capacity is 80 million cubic meters. The operation currently employs a total of 47 excavators, 251 mining trucks, and 50 other auxiliary equipment units, with 64 Chinese staff and 1,410 Pakistani staff.
